日本国憲法の英語版を読んで英単語や英語表現を勉強するコーナーです。前回はこちら。
Article 4. The Emperor shall perform only such acts in matters of state as are provided for in this Constitution and he shall not have powers related to government.
・such ... as V「V するような……」。as は関係代名詞として働けるため as の直後に動詞を続けられる（which V と同様）。as is often the case with him「彼にはよくあることだが」で as の直後に is があるのもそのため。今回も as are provided for となっており，「provide for されるような acts in matters of state」→「定められるような国事行為」
・acts in matters of state「国事に関する行為」
・provide for...「（法律が）規定する，定める」。ほかに「……を養う，……に備える」がある。
The Emperor may delegate the performance of his acts in matters of state as may be provided by law.
天皇は、法律の定めるところにより、その国事に関する行為を委任することができる。
・delegate「委任する，代表として選ぶ・派遣する」→delegation「代表団・派遣団；委任・移譲」
・as：この as も（主格の）関係代名詞として働いているため，may be が続いている。
・provide：先ほどは provided for... であったが provide... にも「規定する」の意味がある。特に that 節が続く場合は provide that...「……ことを規定する」
Article 5. When, in accordance with the Imperial House Law, a Regency is established, the Regent shall perform his acts in matters of state in the Emperor's name. In this case, paragraph one of the preceding article will be applicable.
・regency「摂政職・摂政団，摂政政治」，regent「摂政」
・preceding「前の・前述の，先立つ」
・apply「当てはめる，応用・適用する」→applicable「適用できる，該当する」
・appoint「任命する；（会う場所や時を）決める」→appointment「任命；会う約束，（医者などの）予約」
・the Prime Minister「首相，総理大臣」。日本語では「岸田首相」「バイデン大統領」と言うが英語では順番が逆で Prime Minister Kishida，President Biden と言う。「ブッシュ知事」は Governor Bush。
・designate「指名する，指定する」。g を発音しない design /dɪzaɪn/ と違って designate /dɛzɪɡneɪt/ は g を発音する。また “de” の発音も異なっているが，design が sign 部分に強勢があるのに対して designate は de 部分に強勢があるため。以下の記事を参照。
・the Diet「国会」。diet「食事，規定食（ダイエット）」と同綴。米国議会は Congress，英国議会は Parliament。
・the Supreme Court「最高裁判所」
