前日（2020/9/10）の安倍総理上下両議院演説の記事で It is ... that 〜 の強調構文が出てきたことに関し，「私はお金が必要だ」を「私が必要なのはお金だ」と「分裂」させ「強調」する構文の紹介です。
まずは普通の文です。
I need money.「私はお金を必要としている」「私はお金が必要だ」
これを分裂させて強調します。
（１）It is ... that 〜の強調構文（分裂文）
強調したい要素を It is と that の間に挟みます。
It is money that I need.「私が必要としているのはお金だ」
※多くの構文の that 同様，この構文の that も省略可能なので，
It is money I need. とできます。
なお，主語の I も，It is と that の間に挟むことで強調できます。
It is I that need money.「お金を必要をしているのは（ほかならぬ）私だ」
※これも，that を省略してしまうと，
It is I need money.
と，It isのあとに文を書いただけに見えて面白いですね。
（２）Whatを使った強調構文（疑似分裂文）
What I need is money.「私が必要としているのはお金だ」
このやり方でも I need money. を分裂させることができました。All you need is love.（ビートルズ）に似た構造ですね。
（３）It is ... that 〜の強調構文を使って「いったい」を表す
It is ... that 〜の強調構文は「〜なのは……だ」と訳されますが，... にwhat?を入れると，
It is what? that 〜「〜なのは（いったい）何なのだ？」という意味にできます。what は文頭に立ち，疑問文は疑問文語順となる（it is → is it）ので，
What is it that 〜? で「〜なのは（いったい）何なのだ？」です。
先程の It is money that I need. でやってみると，
It is money that I need.
→It is what? that you need
→What is it that you need?「お前が必要としているのは（一体）何なのだ？」
一般に，疑問詞を使った疑問文（特別疑問文）は is it that を挟むことで「いったい」（on earth，in the world，the hellなど）の意味を出せます。
Tom broke the window.
→It was Tom that broke the window.
→It was who? that broke the window
→Who was it that broke the window?「窓を割ったのは（一体）誰なのだ？」
= Who on earth broke the window?
I got up at three AM.
→It was at three AM that I got up.
→It was when? that you got up
→When was it that you got up?「お前は一体いつ起きたのだ？」
= When the hell you got up?
文の頭などに謎のit isがあったら，強調構文を疑いましょう。
